North Dakota law prohibits corporate-owned pharmacies. A licensed pharmacist must be the primary owner (51%) of a pharmacy, which means national and regional chains, including discount retailers like Target and Wal-Mart, are not permitted to operate pharmacies. Bismarck does have two exceptions, Thrifty White and CVS/pharmacy (formerly Osco Drug), who each already had locations when the law took affect. In recent years, there has been a push to repeal the law, however has yet to meet significant support.
